Sberbank will be engaged in reconstruction
JSC "Sberbank Investments” has won the auction for 50% stake of JSC "Mosstroyvozrozhdenie”, offering more than 1 ml rub for a lot, to the materials for the sale of property of Moscow.

The starting price of 50% of "Mosstroyvozrozhdenie” was 60000 rub. The auctions have collected 6 participants.

As indicated in the bulletin, the main services that offers JSC "Mosstroyvozrozhdenie”: preservation of cultural heritage and historical-town planning scheme of Moscow, alignment of individual capital construction projects, wholly or partly owned by Moscow, in accordance with the established sanitary and technical regulations and standard.

The assets of JSC "Mosstroyvozrozhdenie” on June 30, 2011 were 2656 thousand rub, the company's own funds amounted to a negative value - 2 816 thousand rub.

The JSC "Mosstroyvozrozhdenie” was created by the government of Moscow for restoring abandoned buildings of historical value. Media reported in autumn 2010 that the authorities of the capital had conducted inventory of old and dilapidated residential and nonresidential fund, following the results of which were found 291 derelict buildings, 19 of them were the historic buildings. It was planned to transfer them to "Mosstroyvozrozhdenie” for reconstruction. The financial partner of the company should become the Bank of Moscow.

Now Sberbank will finance the reconstruction of abandoned Moscow buildings that have the historical value. The source of the newspaper RBC Daily assert that Moscow will gradually fill JSC by the monuments need to be reconstructed, and the second shareholder – by the money.

According to Ilya Shuravin, Director of Retail Property, the partner S.A.Ricci, the renovation of the historic buildings within the Central Administrative District is very attractive for investors. "Today it is practically the only way to bring new volumes to the market as well as agree the new building in the center is almost impossible now. Perhaps Sberbank will have the access to the objects that are on the balance of the city. In addition, the payback period of reconstructed buildings is usually not exceeded five years”, - the expert said.

According to his words, the reconstruction of the historic buildings does not only the state: private companies are always willing to take on such projects as it is profitable. First, the coordination of reconstruction takes much less time than the Construction Permits. Second, the cycle of works on reconstruction is much shorter than the construction, that along with relocating, the removal of garages and other may take 7-8 years, Ilya Shuravin added.

Sergei Chagin, deputy director of investment sales of NAI Becar said that the state mainly engaged in reconstruction of museums, estates are often reconstructed by the private investors. According to his words, the main question is the security obligations: it is much harder to keep the interior than to reconstruct only the facade.

In connection with the ban on building in the center of Moscow it is possible that the private companies are more likely will undertake the reconstruction, but as they are not profile at the given market they could face the difficulties to come into a certain stage of development and carrying out restoration works, the expert adds.
